INFORMATION ABOUT UK COUNCIL TAX & NEIGHBOURS

By Mathew Collins & Nicky Barclay, 2006

There is a council tax in the United Kingdom.

What exactly is council tax?

A council tax is a kind of municipal tax that is collected by local governments. It is a personal property tax. There is no council tax charged on any property. Some people are free from paying council tax, while others are eligible for a discount.

Bands of Value

Each home is assigned a council tax value band by the Valuation Office Agency (VOA). The value of your home determines the band. Each band is charged a different amount of council tax. Each municipal authority keeps a record of all residential properties within its jurisdiction, as well as the valuation band for each one. This is referred to as the value list.

Who is obligated to pay council tax?

The accountable person is generally the individual who pays the council tax on each property. Nobody under the age of 18 will face charges. Couples who work together would be liable even if only one name appears on the council tax bill. This is true whether the couple is homosexual, cohabiting, or in a civil union.

What is the amount of the council tax?

Every year, any local authority will determine a council tax rate per assessment band. Not everyone will have to pay the full amount of council tax. There are three ways to reduce your council tax payments. These are their names:

• Disabled people's reduction programme;

• Discounts;

• Council tax benefit and second adult refund

Disabled people's reduction programme

If a parent or newborn resides in a gravely and permanently handicapped home, the property's council tax payment may be lowered.

Discounts

If a home has just one adult occupant, the council tax payment is lowered by 25%.

Northern Ireland does not have a council tax.

Benefit from Council Tax and Second Adult Rebate

You may be eligible for Council Tax Benefit if you pay council tax and your revenue and capital (savings and investments) are below a specified level. Whether you rent, purchase, or live rent-free, you should apply.

Rebate for a second adult

If the person with whom you share your house is:

• not your spouse or civil partner;

• aged 18 or over;

• not paying your rent;

• not paying council tax themselves;

• on a low income, you may be eligible for a second adult refund.

NEIGHBOURS

Everywhere you reside, you will have neighbours. Hopefully, they will be decent folks with whom you can get along. However, if you encounter any problems, you should go through the rental agreement, which should detail what to do in the event of a dispute. Make a note of any problems, then talk to your neighbours to see if a solution can be found. You may contact your landlord if you are unable to do so.
