The answer is yes and no at the same time. For example, passport holders from the Philippines, Indonesia, Thailand, and Taiwan may transit through Toronto, Canada without obtaining a visa if their next aircraft leaves within 48 hours after arrival.  However, this visa-free travel is permitted at Toronto International Airport and possibly one or two more large airports in Canada (like Vancouver and Calgary).  As a result, you will not be able to land visa-free in Canada from Taiwan or the Philippines to any other airport in the country.  When travelling to certain smaller airports, these countries will be required to get a visa in advance.
