I already have a US tourist visa and a US student visa that I utilised to visit the US in the past. I have never violated any immigration regulations and have always left the US within the time restriction; now that I want to apply for a student visa, do I have a decent chance/percentage?

Though your favourable prior travel experience in the US surely improves your prospects, there is no certainty about the current visa. The Visa Officer will be curious about your present condition and circumstances, as well as how you will be qualified for the student visa in the future.

I know of persons who have visited the United States or may have lived there in the past without breaking any immigration laws, but whose visa applications were denied. As I said from the outset, obtaining a US visa is quite difficult. You may risk rejection if you are unable to satisfy the visa officer with your existing status.

On the downside, if your visa application was previously refused, but you can convince the visa officer of a good improvement in your personal circumstances at a later period, you may be eligible for the visa.
