Can we get a student visa to the United States from a country other than our own?
And we will, without a doubt. However, it is vital to keep in mind,
"If we are living outside our country (other than the United States) for work, pleasure, or other studies, we may postpone applying there until we have been there for a significant length of time."
Furthermore, we would be forced to show that we had "strong ties" to the country in which we legally reside.
How long is a 'considerable' amount of time?
There is no easy answer. The meaning is defined by the visa officer in question and his interpretation of the circumstances during our chat. However, most officers consider six months to be the bare minimum for our stay in a foreign nation. This figure is based on the author's observations of various occurrences. If we're unlucky, the visa officer will accept six months as "less than acceptable," but if we're lucky, it may be more than enough.
Please keep in mind that remaining outside our country on a visiting visa does NOT qualify you for resident status. In general, in order to apply in a third country, we must be employed, trained, or have temporary or permanent residence status.
What constitutes "solid links" if a person lives legally outside their home country and applies for a visa at a US embassy there?
Owning a vehicle, a house, land, marriage, a permanent or contractual profession, a firm, and so on in the foreign nation from which we desire to apply for a student visa to the United States are examples of ties.
