I HAVE HEARD THAT A PARTICULAR CONSULATE IS VERY BAD AT GIVING VISAS AND REJECTS MOST STUDENT VISA APPLICATIONS. WHAT SHOULD I DO?

According to what I've read, a specific consulate is poor at providing visas and turns down the great majority of student visa applications. So, what should I do?
Rejections may happen at any moment and in any place. It is decided on an individual basis. A case is decided on its own merits.
Nothing else can happen if our case is strong enough and we have been well prepared for the interview. We have a good chance of getting a visa.
These hearsay stories would serve no purpose other than to instil fear and scepticism in our thoughts.
So all we have to do is be cheerful, prepare well for the interview, and believe in ourselves. On a brighter side, "In God We Trust," as they say in America and write on dollar notes, so let go of your concern and be lively and cheerful.
