SOMEONE RECOMMENDED THAT I VISIT THE US FIRST ON A TOURIST VISA AND THEN APPLY FOR A STUDENT VISA ON MY RETURN. THEY SAY IT MAY BE USEFUL BECAUSE I WOULD HAVE PROVEN MY NON-IMMIGRANT INTENT AND FINANCIAL CAPACITY ON MY PREVIOUS TRIP. IS THAT RIGHT?

Someone suggested that I go to US on a tourist visa first and thereafter apply for a student visa after my return. They say that it may be helpful as I would have proved my non-immigrant intention and final financial capacity by my previous trip. Is that true?

Some persons may have visited the United States on a tourist visa on their own or as part of a tour organisation such as "Thomas Cook Holidays" or others. For starters, it would be a highly expensive approach, even if it increased your odds somewhat. Second, even if you have a tourist visa, there is no certainty your student visa will be approved. 

If your documentation is not in order and you are unable to satisfy the visa officer with your responses, your student visa application may be denied. In addition to denying the student visa application, the visa officer may opt to terminate the valid tourist visa. So, rather than attempting to get a tourist visa first, it seems that focusing all of your time and attention on carefully planning your student visa interview will allow everything to fall into place on their own.
